Heating and air conditioning permits in Oakland
Oakland requires a permit before you install, change, fix or replace mechanical systems. Exempt: portable heaters, fans or coolers, pipes inside equipment, replacing small parts that do not change the equipment, and stand-alone refrigeration units. (source: City of Oakland Planning and Building)
Oakland issues permits to a California licensed contractor with the right classification and a current Business Tax Certificate, or to the building owner or their legal representative. Most MEP permits need no plans. Questions: (510) 238-3891. (source: City of Oakland Planning and Building)
Statewide rules that apply here
Heating and air conditioning contractors are licensed by CSLB in the C-20 Warm-Air Heating, Ventilating and Air-Conditioning classification. A C-20 contractor installs, maintains, services and repairs warm-air heating systems, water heating heat pumps, ventilating systems and air conditioning systems with their ducts and controls. The contractor license law does not apply to work under $1,000 in total (labor, materials and everything else) that is casual, minor or inconsequential and does not need a building permit. The exemption is lost if the job is split up to get under $1,000, if the person advertises as a contractor, or if they employ anyone to help (B&P 7048). AB 2622, approved in September 2024, raised this limit from $500 to $1,000, and the section was amended again effective January 1, 2026.
